FEDERICO CECI, The Simplification of the Omnibus I Package: Between Competitiveness and Sustainability

ABSTRACT – In March 2026, Directive (EU) 2026/470 of the European Parliament and of the Council of 24 February 2026 entered into force, amending Directives 2006/43/EC, 2013/34/EU, (EU) 2022/2464 and (EU) 2024/1760 as regards certain corporate sustainability reporting and corporate sustainability due diligence requirements (the so-called Omnibus I Package). After situating the Act within the political and institutional context shaped by the Draghi Report and the Competitiveness Compass, the analysis reconstructs the main amendments to the reporting standards and to the due diligence regime, with particular attention to their private international law implications. The paper finally highlights the systemic shortcomings introduced in the architecture of EU sustainable finance, the tensions with international standards on business and human rights, and the risks of regulatory fragmentation within the single market, with a view to assessing the resilience of the complex balance between competitiveness and sustainability.
