Dopo aver delineato le novit\u00e0 introdotte dall\u2019ultimo quadro finanziario pluriennale e dal Next Generation EU, l\u2019analisi si concentra sulle interazioni tra l\u2019uso di finanziamenti e il principio di attribuzione. Da un lato, la creazione di programmi di spesa consente all\u2019Unione di indurre una crescente europeizzazione in aree politiche in cui non potrebbe adottare strumenti normativi tradizionali. Dall\u2019altro, la condizionalit\u00e0, nella sua nuova funzione \u201clegislativa\u201d, spinge ad interrogarsi sui limiti oltre i quali il suo uso altera l\u2019equilibrio tra l\u2019Unione e gli Stati membri.<\/p>\n\n\n\n<p><strong>Abstract<\/strong><strong> (ENG)<\/strong><\/p>\n\n\n\n<p>The paper aims to examine the development of the EU\u2019s spending power and its impact on the repartition of competences between the Union and the Member States. After outlining the innovations introduced by the latest multiannual financial framework and the Next Generation EU, the analysis turns to the interactions between the use of EU funding and the principle of conferral. On the one hand, the creation\u00a0of EU spending programmes allows the EU to induce an increasing \u201ceuropeanisation\u201d in policy areas in which it could not adopt traditional regulatory instruments.
