Abstract (ENG)

The article examines the future of the Common Foreign and Security Policy (CFSP) of the European Union, focusing on the tension between the Union’s strategic autonomy and the national sovereignty of its Member States in matters of security and defence. The Russian invasion of Ukraine has accelerated the development of the CFSP and the Common Security and Defence Policy (CSDP), but has also highlighted the structural limitations of the current decision-making model, still tied to the rule of unanimity. The analysis retraces the historical evolution of the CFSP, from the European Defence Community to the Treaty of Lisbon, and highlights how the interaction between supranational integration and intergovernmental cooperation has shaped the current dynamics. A central element is the sui generis competence of the CFSP, characterised by its intergovernmental approach and the absence of clear categorisation in the Treaties. The debate on CFSP governance, also discussed during the Conference on the Future of Europe, receives particular attention. Among the proposals, the extension of qualified majority voting and the strengthening of the role of the High Representative emerge as potential solutions, but their realisation is closely tied to Treaty reform. Currently, Member States rarely resort to the existing simplification mechanisms, such as the passerelle clause and constructive abstention, reflecting a persistent difficulty in overcoming intergovernmental dynamics. In conclusion, the article underscores that the future of the CFSP will depend on the ability to overcome national resistance and reform its decision-making framework, enabling the Union to establish itself as a truly “geopolitical” actor on the international level, capable of responding swiftly and effectively to ever-evolving challenges.

DOWNLOAD IN FORMATO PDF
