ABSTRACT – The contribution takes into consideration the Proposal for a Council Decision on the partial suspension of the EU-Israel Association Agreement, presented by the European Commission on 17 September 2025. Firstly, an analysis of the text is carried out. Subsequently, the article emphasises that the abovementioned Proposal was presented with a delay that is difficult to justify, and attention is focused on the limitations of the measures included therein: in this regard, the factors underlying those limitations are examined, but it is also explained why – according to several authoritative voices – such limitations render the Proposal inadequate, so that more far-reaching measures would have been desirable. Then, the reasons why such Proposal risks never seeing the light of day are outlined, as well as the critical issues that would arise from its possible non-adoption, given Israel’s ongoing violations of international law. Finally, the contribution offers some concluding remarks on the overall conduct displayed by the EU in relation to the matter under examination.
