Abstract (ITA)
L’iniziativa dei cittadini europei (ICE) ha, sinora, avuto un impatto modesto in termini di partecipazione e di riforme intraprese dall’Unione. I limiti dello strumento partecipativo, tra cui il filtro della Commissione, essenzialmente, ad imbuto, paiono inficiarne la riuscita e, prima ancora, comprometterne l’attrattività per i cittadini dell’Unione. Ciò nonostante, in talune circostanze, l’istituto riesce ad animare il dibattito democratico europeo. In quest’ottica, l’iniziativa “Politiche di coesione per l’uguaglianza delle Regioni e la preservazione delle culture regionali”, che sta impegnando l’Unione, i cittadini europei e i governi dei membri sulle tutele riconoscibili alle regioni a minoranza nazionale, esprime la capacità dell’ICE di aprire il confronto politico in seno all’Unione, con il coinvolgimento della Corte di giustizia.

The European Citizens’ Initiative (ECI) has, so far, had a modest impact in terms of participation and reforms undertaken by the Union. The limits of the participatory instrument, including the essentially funnel-like filter of the Commission, appear to undermine its success and, even before that, compromise its attractiveness for the citizens of the Union. Nonetheless, in certain circumstances, the institute manages to animate the European democratic debate. From this perspective, the initiative “Cohesion policies for the equality of the Regions and the preservation of regional cultures”, which is engaging the Union, European citizens and member governments on the protections afforded to national minority regions, expresses the ability of the ECI to open political debate within the Union, with the involvement of the Court of Justice.
